What is a Transit Clearance Certificate?
A Transit Clearance Certificate is the official document authorising a vessel to transit the Strait. It is issued by the Transit Permits Division upon receipt of a completed application and payment of the applicable fee. The certificate is valid for 72 hours from the time of issue.
Who must apply?
All commercial vessels transiting the Strait — whether inbound or outbound — are required to hold a valid Transit Clearance Certificate.
How is the fee determined?
The Transit Clearance Fee is based on the vessel's declared deadweight tonnage (DWT). Four tiers apply; the full schedule is published on the Schedule of Fees page.
What is the processing time?
Standard applications are processed within 48 hours of payment confirmation. Expedited applications are processed within 24 hours for an additional fee.
Can I apply for multiple vessels at once?
Yes. Fleet lodgements of three or more vessels qualify for a 10% fleet rate discount applied to the subtotal.
How do I verify a certificate?
Certificates can be verified on the Verify page using the certificate number (e.g. HTCA-2026-CL-00001).
